Аннотация

Переход к экономике знаний во все большей мере зависит от накопления и эффективной реализации регионального интеллектуального капитала (РИК). Эта задача особенно актуальна для ресурсоориентированных стран, стремящихся снизить зависимость от природных ресурсов и обеспечить устойчивое долгосрочное развитие. Тем не менее непосредственные экономические эффекты интеллектуального капитала остаются недостаточно изученными. В статье исследуется, способны ли аккумулирующие его регионы добиться краткосрочной экономической динамики и создает ли такое накопление предпосылки для долгосрочной трансформации.

На материале панельных данных по регионам Казахстана выделены два взаимодополняющих вектора воздействия РИК: 1) структурный, оцениваемый посредством двухфакторной панельной модели с фиксированными эффектами, 2) краткосрочный, отражающий эластичность конверсии РИК (RICCE Elasticity). Результаты показывают, что РИК выступает прежде всего накопленным институциональным ресурсом, чье влияние определяется не только объемом накопления, но и региональными механизмами экономической конверсии. Вклад статьи в литературу по интеллектуальному капиталу и региональному развитию состоит в разграничении эффектов накопления и конверсии.
