Objectives and scope

Science, technology and innovation (STI) play crucial role in the countries’ development strategies. In order to stimulate technologies and innovations and deal with market failures, the governments design and implement targeted policies. While there is no one best way to solve the existing problems, understanding good practices, as well as typical governance mistakes, is crucial for policy learning. 

STI policy evaluation is one of the approaches to control the appropriateness and effectiveness of government interventions. Despite much attention paid to evaluation by policy makers and academics worldwide, there is a strong heterogeneity of assessment practices. Some countries have notably succeeded in policy evaluation methodologies and implementation. Exchanging best practices and experiences in this sphere may help to improve innovation systems and better tackle grand challenges.

In this Special Issue, we look at the diversity of STI governance models and policy evaluation approaches in the Asian region. The Special Issue welcomes academic papers presented within the 4th Asian Innovation Forum and the International Conference on STI policy: Navigating the Innovations through Evaluation, organized by Taiwan’s Science & Technology Policy Research and Information Centre (STPI) and the Korea Institute of S&T Evaluation and Planning (KISTEP). We also welcome other researchers investigating STI governance in the Asian region.

Research topics / questions

The Special Issue includes but is not limited to the following research questions related to STI governance within the Asian region:

• Which STI governance models and structures are appropriate to better stimulate innovation in the region?

• How do regional innovation systems differ in terms of governance and STI performance?

• Which reforms of the public research sector have proved to be efficient?

• To what extent do universities contribute to innovation development in Asian countries?

• Has academia-industry collaboration proved to be efficient in Asian countries?

• How do networks and clusters help to foster innovation within the Asian region?

• What are the best practices and new approaches to STI policy evaluation in Asian countries and why?

• Which new indicators could be used to measure STI development and innovation systems performance in the region?

 Submission Deadline

Submissions of abstracts – by 15st  October 2018

• Acceptance of abstracts – by 30th  October 2018

Initial submission of manuscripts – by 15th April 2019

• Final submission of manuscripts – by 1st July 2019

• Publication of the Special Issue – by 30th September 2019

Requirements to abstracts

Abstract should include discussion of aims and relevance, methods, findings, and implications. It should be around 500-600 words (not including references). All text must be in English and written in Arial, 11 point font, single spacing, left aligned. The abstract must be saved as a WORD document (version 2007, 2010, 2013 or 2016). 

Keywords: (3 – 5 keywords which relate to the abstract).
