Аннотация
Ценным источником сведений об отношении к предпринимательству выступают открытые данные, публикуемые в рамках инициатив по управлению ими. Эффект таких публикаций ранее никогда не изучался и количественно не оценивался на материалах Европы и Центральной Азии. Эта задача в контексте целей устойчивого развития решается в исследовании посредством регрессионного анализа методом наименьших квадратов (ordinary least squares, OLS), Барометра открытых данных (Open Data Barometer, ODB) и Индекса отношения к предпринимательству (Entrepreneurial Attitude Index) Глобального индекса предпринимательства (Global Entrepreneurship Index, GEI). Такой подход позволил установить, что публикация открытых данных на 32% обусловливает выявление предпринимательских возможностей в рассматриваемых регионах.
В статье доказывается эффективность реализации комплексных государственных инициатив в сфере открытых данных для формирования позитивного отношения к предпринимательству в Европе и Центральной Азии, а также достижения предпринимателями своих бизнес-целей. Констатируется целесообразность продолжения исследования на основе более свежих данных. Полученные результаты углубляют понимание путей развития предпринимательской культуры на европейском и центрально-азиатском материале для стимулирования послепандемийного экономического восстановления этих регионов.
