Аннотация

Нормативный поворот, произошедший в результате радикального реформирования научно-технологической и инновационной политики разных стран, вызвал широкую дискуссию вокруг дилеммы «направленность — нейтральность» в рамках стратегий развития науки, технологий и инноваций (НТИ). Однако несмотря на ряд недавних публикаций и программ научной и инновационной политики, связь между двумя указанными принципами, включая практику их применения государственными органами, остается недостаточно изученной. Восполнить этот пробел позволит репрезентативный анализ (с помощью качественных методов) деятельности двух национальных советов в сфере НТИ и их роли в разработке стратегий с фокусом на процессе выбора подхода и его ценностной ориентации. На базе собранной информации и научной литературы выявлена связь с различными вариантами политики; показано, что роль советов определяется их полномочиями и ресурсами; обозначены границы соответствующей практики и намечены направления дальнейших исследований.
