Аннотация
Китай как вторая по величине экономика мира сегодня выступает одним из драйверов изменения расстановки сил на мировой арене. Страна стремится стать глобальным игроком на рынке высокотехнологичной продукции, перейти от инвестиционной экономики к экономике знаний, сформировать крупнейший потребительский рынок в мире, привлекательный для других крупных мировых игроков, включая Евросоюз. Осознавая это, Еврокомиссия инициировала Форсайт-исследование по оценке будущего научной и инновационной деятельности в Китае до 2025 г., основные результаты которого представлены в статье. Задача исследования состояла в определении приоритетных для Китая научно-технологических областей и тенденций их развития. Конечной целью должен стать значимый вклад в двусторонний диалог между странами — членами ЕС и Китаем в данной сфере, а также в разработку долгосрочной стратегии сотрудничества.Для анализа 16 ключевых детерминант трансформации научного и инновационного ландшафта в Китае использовалась комбинация теоретической работы, методов Дельфи, медиасканирования, краудсорсинга и кросс-факторного анализа. В результате установлена связь между различными факторами, подчеркнуто значительное влияние политических и экономических условий на определение научно-технологических приоритетов. С учетом этих факторов и ряда критических неопределенностей были составлены четыре вероятных сценария инновационного развития Китая до 2025 г. В них отражены реалистичные альтернативные варианты будущего, осведомленность о которых позволяет заблаговременно подготовиться к ним и разработать успешную стратегию.Литература
