Аннотация
Университеты играют все более важную роль в современном обществе, расширяя границы науки и трансформируя экономику регионов. По мере изменения моделей их финансирования университеты перенимают некоторые аспекты организации работы предприятий. Поскольку способность университетов привлекать финансирование, особенно из частных источников (промышленность) становится жизненно важной, на первое место выходит соотношение фундаментальных и прикладных исследований. В статье проанализирован пятилетний опыт Сколковского института науки и технологий (Сколтех), в частности его научно-исследовательский портфель. В основе анализа лежит теория и практика использования «матрицы портфеля направлений исследований» (Research Domain Portfolio Matrix, RDPM), которая рассматривает университет, как портфель технологических ИиР по различным направлениям, находящихся на разных этапах технологической зрелости. Для университетов крайне важно найти адекватный баланс фундаментальных и прикладных исследованиями при принятии решений о запуске новых или корректировке существующих проектов/программ. Предлагаемый подход RDPM поможет эффективно использовать ограниченные ресурсы, определить приоритеты, отслеживать риски и контролировать результаты в кратко- и долгосрочной перспективе.
