Аннотация

В статье высказано предположение, что для устойчивого повышения эффективности производства в контексте задач устойчивого развития экологические стратегии следует разрабатывать на уровне цепочек поставок, а не отдельных организаций. Прослежено сходство позиций, изложенных в экологических декларациях частных компаний и государственных организаций; по мнению авторов, интенсивное взаимодействие с первыми дает последним мощные рычаги стимулирования и поддержки реализации экологических инициатив в масштабах цепочек поставок.На базе теории «тройной спирали» (Triple Helix Theory) авторы анализируют важность объединения усилий государства, промышленности и науки для формирования и операционализации инновационного мышления. В статье рассматриваются роли организаций государственного и частного секторов и университетов в разработке экологических стратегий и практическом функционировании цепочек поставок. Анализируются системы экологического менеджмента (Environmental Management Systems, EMS), а в качестве потенциального механизма структурирования и формирования отчетности о результатах совместной работы по оптимизации цепочек поставок в их экологическом измерении предложена единая схема экологического менеджмента и аудита (Eco-Management and Audit Scheme, EMAS).
