Аннотация

В статье рассматриваются концептуальные рамки исследований науки и научной политики и связанные с ними нарративы. Она основана на результатах исследований научной политики и статистики науки, проведенных за последние десять лет. Приводится краткий обзор рамочных концепций, разработанных в течение XX столетия и практикуемых национальными правительствами и Организацией экономического сотрудничества и развития (ОЭСР). Особое внимание уделено политической риторике и нарративам, задействованным в концепциях; анализируются особенности политических процессов, реализуемых ОЭСР, и приводятся некоторые соображения о тех целях, которым в реальности служат рамочные концепции научно-технической и инновационной политики.
