Аннотация
В статье оценивается роль отдельных ключевых концепций, используемых в исследованиях будущего, рассматриваются лежащие в их основе принципы. Автор руководствуется собственным терминологическим аппаратом, сопоставляя его с определениями, предлагаемыми другими специалистами в рассматриваемой области. Показано, что концепции упорядочивают практику Форсайт-исследований, вне зависимости от контекста и стоящих перед ними задач. Понимание концептуальных рамок позволяет совершенствовать эту деятельность, и, как следствие, повышать качество принимаемых решений, поскольку наделяет специалистов руководящими и доказательными инструментами.
Выделяются два противоположных подхода к формированию стратегий будущего — «открытый» и «закрытый». Первый предполагает поиск и сопоставление различных альтернатив, готовность к риску, результатом чего становится укрепление индивидуальной и коллективной устойчивости перед лицом внешних вызовов. Второй акцентируется на безопасности, приверженности «проверенной» модели и пресечении любых идей и инициатив, выходящих за ее рамки, однако устойчивость при этом ослабевает. Оцениваются условия, благоприятствующие доминированию того или иного подхода. Глубинный анализ причин закрытости/открытости в том или ином контексте дает возможность идентифицировать факторы, стимулирующие либо блокирующие трансформационный переход от «закрытых» стратегий будущего к «открытым».
