Аннотация
По мере повышения значимости и расширения сферы применения Форсайт-исследований возрастает роль различных участников таких проектов и конечных пользователей их результатов — заинтересованных сторон, или стейкхолдеров. Если ранее значительная часть Форсайт-проектов выполнялась с привлечением профессиональных экспертов, то круг участников многих новейших исследований стал более разнообразным благодаря включению представителей общественности и других потенциальных бенефициаров. Подобная диверсификация субъектов Форсайт-исследований позволяет максимально учесть интересы всех сторон и обеспечить применимость результатов без ущерба для их качества при сохранении высокой роли экспертов. В статье предлагается систематическое изложение метода анализа стейкхолдеров, изучены теория и лучшие практики применения данного подхода, рассматриваются место и роль различных стейкхолдеров в Форсайт-проектах, оцениваются основные проблемы, возможности и рекомендации по применению указанной методологии, в том числе в сочетании с другими методами Форсайта.
