Аннотация
Фундаментальная наука как краеугольный камень национальной инновационной системы долгое время находится в фокусе обсуждений того, какие управленческие подходы наиболее продуктивны в отношении этой деятельности, в силу специфической природы, отличающей ее от других типов исследований. Например, учитывая длительность временного лага между инвестициями в фундаментальные исследования и проявлением экономических и социальных эффектов от их результатов, многие организации, прежде всего в частном секторе, не готовы в них вкладываться. Однако недостаточная поддержка фундаментальной науки становится тормозом для дальнейшего инновационного развития и создает риски попадания в стагнацию. Статья вносит вклад в развитие этих дискуссий. Рассматриваются ключевые концепции управления наукой с акцентом на их применении и достигнутых результатах в иранском контексте. Разработана комплексная теоретическая основа для анализа процессов управления фундаментальными исследованиями в Иране, которую можно адаптировать к аналогичным контекстам во всем мире. Предложены стратегии по улучшению согласования потребностей и приоритетов на разных уровнях финансирования, как в оперативном, так и в стратегическом плане. Делается вывод, что улучшение управления фундаментальной наукой может не только повысить экономическую отдачу от исследовательской деятельности, но и привести ее в соответствие с общественными потребностями.
