Аннотация

Вопрос подтягивания регионов-аутсайдеров к лидерам в условиях неодинакового распределения активов с целью налаживания устойчивого развития – большая задача, как со стороны государства, так и  компаний. Авторы статьи поднимают вопрос о выборе распределительных механизмов и их связи с разработкой оптимальной стратегии для устойчивого развития. Универсальные инструменты в этом отношении отсутствуют, а значит необходимо разрабатывать сложную комбинацию стратегических решений, учитывающую потенциал регионов и базирующихся в них компаний. Корпоративные стратегии могут значительно усиливать действия государства. Эта задача особенно актуальна для стран с неоднородным распределением природных ресурсов, к которым относится и Россия, где ставка делается на фискальную децентрализацию как инструмент выравнивания экономического потенциала. Оценивая его влияние на экономику российских регионов, авторы констатируют, что, несмотря на свою эффективность в других государствах, для России он не подходит. Решением видится поиск уникальных рыночных механизмов, возможное привлечение динамичных компаний в регион и подбор других механизмов, запускающих устойчивое развитие.
