Аннотация
Быстроразвивающиеся страны еще недостаточно интегрированы в процессы глобализации во многом из-за низких показателей инновационной активности в регионах. Инвестиции в рамках стратегий «умной специализации» (smart specialization, RIS3) способны придать импульс развитию региональной экономики. В статье рассматриваются сущность модели RIS3, практика ее применения в ведущих европейских государствах и возможности использования в динамично прогрессирующих экономиках на примере Бразилии. Опыт последней показывает, что для успешной реализации RIS3 необходимо предварительно решить ряд общих проблем, обусловивших отставание страны в области инновационной деятельности. По мнению авторов, такой подход применим и в других странах с аналогичным уровнем экономического развития, рассматривающих перспективу перехода на «умную специализацию».
