Аннотация
Многочисленные исследования указывают на тесную взаимозависимость водной и энергетической сфер, поскольку производство энергии обычно характеризуется высокой водоемкостью, а повышение доступности водных ресурсов связано с существенными энергозатратами. Интеграция энергетической и водной политики на глобальном и национальном уровнях рассматривается как инструмент реализации Целей устойчивого развития. В статье анализируются возможности обеспечения равного доступа к чистой воде и электроэнергии в различных странах, обусловленные такой интеграцией. Представлены кейсы трех стран — Индии, Ганы и Марокко, успешно реализующих комплексные инструменты политики в рассматриваемых сферах. Впервые проанализирована взаимосвязь глобальных целей в области обеспечения доступа к энергии и воде и возможностей национальных правительств внедрять синергетические решения. Предложенный подход к интегрированию сфер энергетики и водопользования может быть распространен на весь спектр целей устойчивого развития и будет иметь решающее значение для успеха стран в их реализации.
