Аннотация
Несмотря на то, что Форсайт находит все более широкое применение на международном уровне, в его методологии до сих пор не учитываются проблемы, обусловленные географической разобщенностью участников, их национальными и региональными особенностями. Авторы рассматривают данные вопросы через призму одного из инструментов политического взаимодействия — «открытого метода координации». К этим инструментам относятся, прежде всего, поддерживаемые Еврокомиссией с целью формирования Европейского исследовательского пространства (European Research Area — ERA) программы сетевого сотрудничества (ERA-NET) и Европейские технологические платформы. В частности, утверждается, что успешное управление подобными проектами подразумевает многостороннее сотрудничество, что выдвигает на первый план такие характеристики методологий Форсайта, как масштабируемость, модульность и надежность. В статье описывается опыт недавно выполненных в Финляндии Форсайт-проектов, направленных на формирование Программы стратегических исследований (Strategic Research Agenda — SRA) для Технологической платформы лесного сектора (Forest-Based Sector Technology Platform — FTP). В контексте инструментов общеевропейской координации политики обсуждаются обнадеживающие результаты этого процесса и возможности применения онлайн-систем поддержки принятия решений.
