Several years ago the authorities of Bashkortostan set the goal: to develop a strategy of innovative development of the republic, and to identify its priorities. After analyzing the capabilities and experience of its use in other countries, Foresight was chosen as a tool for effective achievement of this goal. The paper presents the results of one of the first for Russia Foresight studies at the regional level, including innovation priorities and critical technologies for the Republic of Bashkortostan. |

Favourite of contemporary economic model is the area with an unusual name - Peripherals. In terms of the renowned McKinsey’s experts, «periphery» means the new, emerging markets or newly established companies in any sector. It is the periphery where the latest technology and products with breakthrough potential emerge. Consequently, the periphery of the business sector is a hidden horizon, which can be identified only by the means of Foresight. Johnson & Johnson regularly implements corporate Foresight. The company therefore succeeds to stay ahead of the curve for a long time and dominate the global market. |

Development of world science plays a crucial role in changing the productive forces, public and intergovernmental relations. Scientific advances implemented in the new technologies and innovative products, radically changing the face of entire sectors for a few years, bring the success to an innovative company, contributing to rapid economic growth of individual countries and regions. The world scientific community is trying to assess the likely direction and impact of scientific progress, and each country - to position itself in the process and mobilize all possible resources to adequately respond to the challenges of the future. One such resource is the public interest in science, the ability of citizens to realize its key role in development of economy, state and society, to perceive adequately related inquiries and needs. The article presents the results of polls of the population of Russia and other countries, carried out in different years basing on a single methodology that allows for comparative analysis of the dynamics of changing society's attitudes toward science. |

The transition to a contemporary innovation model of economy, declared today as a key task for Russia is impossible without the diversification of forms and mechanisms of involving government into innovation processes, which largely depends on stage of national economic development and S&I sphere. Government should use a systemic approach to this problem: to participate in the financing of projects, to create demand for innovative products, to compensate the risks involved. |

Europe is in transition to a new model of economic development. To this end, the EU creates a common research space, a kind of pan-European marketplace of ideas, research, innovation. Such large-scale problem is solved in the framework of numerous transnational research partnerships, which, in turn, are implemented under the European Framework Programme. The programs are unique in their scope, as well as in essence, as they are formed on the basis of global Foresight.
